Richard Tan

Chairman of the Board

Mr. Tan is the founder, President and CEO of Pacific Millennium Holding Company, a diversified conglomerate whose core business is Pacific Millennium Packaging, a provider of smart packaging solutions for global manufacturers. Mr. Tan has more than 25 years of experience operating businesses in North America and Greater China, promoting cultural and business exchanges between the two regions. In May, 2009, he was awarded an Honorary Doctorate degree in international business by Widener University in Philadelphia for his role in creating and cultivating partnerships between Widener and three universities in China. From 2007 to 2011 he served on the board of Domtar, the number one producer of white paper in North America. Mr. Tan is very active in various philanthropic activities and believes strongly in giving back to the community. Mr. Tan received Bachelor of Science degrees in civil and mechanical engineering from San Diego State University and earned an MBA from the University of Southern California.


Dr. Stuart Brown

Director

Dr. Stuart Brown, Director, joined the Board of Directors of the Bank in January 2014. Dr. Brown is a Professor in the Department of Ophthalmology at the University of California, San Diego and the University of California, Los Angeles. Prior to that, Dr. Brown served as Chair as well as a Professor in the Department of Ophthalmology at the University of California, San Diego. Dr. Brown holds a Bachelor of Science degree and Doctor of Medicine degree from the University of Illinois.


James Huang

Director

Currently, Mr. Huang has been the General Manager for Stone Tan Leasing Company Ltd in Chongqing China since 2014. Prior to that, Mr. Huang was the Chief Financial Officer of Big Earth Publishing, Boulder, CO, between 2011 and 2014. Prior to that, Mr. Huang served as a member of the senior management of Pacific Millennium Holding Corporation from 1987 to 2011. Mr. Huang was a member of the Board between 1994 and 2000 and subsequently elected as Chairman of the Board between 1999 and 2000 for Millennium Bank, San Francisco. Prior to joining Pacific Millennium, Mr. Huang served as Corporate Accounting Manager at Electronic Data Systems in Dallas from 1984 to 1987. Mr. Huang graduated from McMaster University in Canada with a Bachelor’s Degree in Economics. He also completed an advanced management program sponsored by the Wharton School of Business at the University of Pennsylvania (U.S.A.) Mr. Huang has qualified as a certified public accountant in Texas (U.S.A.) since January 1989. Mr. Huang is currently not a practicing CPA.


Darius Chan

Director

Darius Chan is the founding partner of Chan Chow & Dai, P.C., a Northern California law firm that provides a full range of legal services. Mr. Chan has been practicing law since 2005 and has handled over a thousand litigation and transactional cases. With a main focus in real estate and business law, Mr. Chan has counseled numerous real property owners and developers, entrepreneurs, and companies (both domestic and international). Prior to starting his own law firm, Mr. Chan was an in-house counsel for a start-up software technology company and helped develop the company into a leading multinational software company.

Mr. Chan is also a California real estate broker and operates a realty and property management company. Mr. Chan is also a partner in a construction company that specializes in seismic retrofit construction.

Mr. Chan has been recognized by the California State Assembly Member, California State Senator, and Member of Congress for his outstanding leadership and commitment in promoting business, trade and civic engagement.

Mr. Chan received his Juris Doctorate degree from Golden Gate University, School of Law, and his Bachelor’s degree from the University of California at Berkeley.

When not assisting clients with their needs, Mr. Chan serves as a board member on several non-profit organizations, and enjoys playing sports and challenging activities, such as training for triathlons.


Seiki Murono

Director

Seiki Murono spent most of his professional career with the Chase Manhattan Bank in New York, Singapore, Hong Kong and San Francisco. Seiki graduated from Chase’s Global Credit Training Program after which he was asked to stay on as an instructor. In subsequent assignments in New York, Seiki was Director of International Training for the bank and Head of Middle Market Lending for the northeastern United States. During his time in Asia, Seiki held several senior management positions including Asia Pacific CEO for Private Banking based in Hong Kong and Southeast Asia Consumer and Private Banking CEO based in Singapore. In his last position with Chase, Seiki was President of the Chase Manhattan Trust Company of California and Western Region CEO for the Chase Manhattan Private Bank. After leaving Chase, Seiki served as Chairman of the Board of the Millennium Bank in San Francisco and became a Partner and Managing Director of the San Francisco office of Boyden Global Executive Search. Seiki is a graduate of Franklin and Marshall College in Lancaster, PA, and earned an MBA from the American University in Washington, D.C.
